Need help in viewing api data in lua script

Hello wapmasters i need a help I'm trying to create a lua script code that view api data when conditions is ok like
I'm creating a forum or file with tag-time ex 03:00 pm now i post api data in that
now if time is 02:30 pm means 30 minutes before lua script code show result X and when time is 03:00 pm lua script code show latest post in this how can i create that ?
